4.0 GABATARWA
Wannan babi
zai tattauna ne a kan hanyoyin kawadda shaye-shaye wuɗanda sunka haɗa da:
Shigowar kungiyoyin addinai, ƙoƙarin
al’umma ga kawadda shaye-shaye, ƙoƙarin
kungiyoyin da ba na gwamnati ba, ƙoƙarin
da hukuma ke yi ga kawar da ɗabi’ar shaye-shaye a cikin al’umma, da
sauransu.
4.1 SHIGOWAR ƘUNGIYOYIN
ADDINAI
Addinai da
dama sun yi hani a kan wannan ɗabi’ar ta shaye-shaye musamman ma
addinin musulunci Allah (SWA) ya faɗa a cikin littafinsa mai girma “Ya ku
masu imani ka da ku sha giya ko wani abu da ke sa maye…..” Sannan Manzon Allah
(SAW) ya ce, “duk wanda ya sha giya sau ashirin Allah ba ya tare da shi”. Bayan
haka, Annabi (SAW) ya ce, Allah ya la’anci mai shan giya da mai sayar da ita da
mai aikinta da mai ɗaukar ta da wanda ya taimaka wajen daukar ta,
da kuma wanda ya ci kuɗinta. Kuma Allah (SWA) ya ce; “Mutane uku ba
su shiga al-jannah, daga cikinsu akwai mashayin giya”, bugu da ƙari
Annabi (SAW) ya ce; “Wanda ya sha giya kamar mai bautar gunki ne”. Wannan shi
ne hanin da addinin musulunci ya yi dangane da ɗabi’ar
shaye-shayen abubuwa masu sa maye.
Haka kuma,
addinin kiristanci shi ma ya yi hani a kan wannan mummunar ɗabi’ar, domin
kuwa a cikin littafin Injila (Bible) wanda aka saukar ma Annabi Isah (AS),
Allah ya ce “Na haramta maku cin mushe, da jini, da alade, da zina da sihiri da
giba da duk abinda ke sa maye…..” (Bible babi na ɗaya aya ta
goma).
Bayan addinin
kiristanci, haka ma sauran addinai da dama su ma sun yi hani a kan wannan shaye-shaye kamar yadda addinin
musulunci da na kiristanci suka yi hani. Sun yi hani da wanda yake cikin halin
maye ya yi wakilci ko jagoranci a cikin al’amuran yau da kullum. Haka kuma
bayan hani da addinin musulunci da na kiristanci suka yi, shaye-shaye yana
karya tattalin arzikin ƙasa sannan kuma yana
illa ga lafiyar mai yin sa.
4.2 ƘOƘARIN
AL’UMMA GA KAWAR DA SHAYE-SHAYE
Shaye-shaye ɗabi’a ce mai
zubar da mutuncin mutum. Akasari mutane kan ɗauki wanda ke
shaye-shaye a matsayin mutumin banza, kuma marar mutunci. A taƙaice
dai duk mai wannan ɗabi’ar ta shaye-shaye komi kuɗinsa ko
iliminsa mutuncinsa da ƙimarsa kan zube a
idon jama’a idan yana shaye-shaye.
Mutane kan
kalli mutumin da ke shaye-shaye kamar dabba, domin dabba ita ce ba ta san abin
da zai hallaka taba, sai in ta ji ya cimma ta. To haka nan mutumin da ke
shaye-shaye yake. Saboda su waɗannan kaya na barasa da yake sha suna
haifar masa da cututtuka daban-daban a cikin jikinsa. Amma saboda dabbanci
(rashin kaifin hankali), ba zai gane abin da ke halaka shi ba.
Haka kuma
wasu jama’a kan ɗauki masu
wannan ɗabi’a tamkar
mahaukata, domin idan mashayi yana cikin halin maye za ka ga wani lokaci har
bugu yake yi. Kuma sukan yi abubuwa kamar mahaukata, saboda duk wani abu da
mahaukaci ke yi shi ma a wannan lokaci zai iya yin sa, domin ba ya a cikin
hankalinsa. Wannan ne ya sa mutane ba su ɗauki wanda ke
shaye-shaye a matsayin cikakken mutum ba. Kuma za ka ga mutane suna kyamar shi
da ya wakilcesu a al’amurran yau da kullum domin suna ganin ba ya da cikakken
hankali.

4.3 ƘOƘARIN
ƘUNGIYOYIN DA BA NA GWAMNATI BA
Kasancewar
shaye-shaye mummunar ɗabi’a ce da ke zubar da mutuncin ɗan Adam da
kimarsa, akwai ƙungiyoyi masu zaman kansu waɗanda suka
tashi tukuru wajen yaƙi da wannan mummunar ɗabi’a ta
kwankwaɗar barasa. Waɗannan ƙungiyoyin
sun haɗa da Hukumar
Hizba da ‘yan banga da ‘yan agaji da sauran ƙunyoyi na
cikin unguwani. Haƙiƙa
waɗannan ƙungiyoyi
ba ƙaramar rawa suke takawa ba wajen magance
wannan ɗabi’a. Sannan
kungiyoyin malamai tun daga na gwamnatin tarayya har na jihohi musamman ma
Malaman addini na cikin wannan jiha suna ƙoƙari
ƙwarai wajen yin wa’azi tare da faɗakar da masu
shaye-shaye, game da illolin da shaye-shaye ke haifarwa a al’adance da kuma a
addinance.
Sannan kuma ƙungiyoyi
irin su ƙungiyar ‘yan jarida watau (Ratawo) gidajen
rediyo da talabijin da ƙasidu da mujallu suna
taimakawa matuƙa wajen faɗakarwa ga
illolin da ke tattare a cikin wannan mummunar ɗabi’a ta
shaye-shaye.
Haƙiƙa
wannan faɗakarwar da
suke yi dare da rana tana taimakawa ainun wajen kawar da wannan mummunar ɗabi’ar ta
shaye-shaye.
Bayan wannan
akwai wata ƙungiya mai zaman kanta, ita wannan ƙungiya
ta matasa ce wadda ke sa ido ƙwarai da
gaske domin ganin an kawar da wannan ɗabi’ar ta shaye-shaye
a cikin wannan gari na Gusau.
4.4 ƘOƘARIN
DA HUKUMOMI KE YI GA KAWADDA ƊABI’AR
SHAYE-SHAYE A CIKIN AL’UMMA
A ƙoƙarin
da hukumomi ke yi na ganin cewa ta kawar da wannan mummunar ɗabi’ar ta
shaye-shaye, ta kafa ƙungiyoyi da dama.
Irin waɗannan ƙungiyoyin
sun haɗa da ƙungiyar
yaƙi da shan miyagun ƙwayoyi
(NDLEA). Ita wannan ƙungiya ta taimaka
ainun wajen binciko masu shaye – shaye da kuma hukunta su.
A cikin
shekarar (1983) shan miyagun ƙwayoyi a
Najeriya ya zama ruwan dare. Saboda haka ne gwamnatin tarayya ta mulkin soji ƙarƙashin
jagorancin janar Muhammad Buhari a cikin shekara ta (1984) ta yi ƙoƙarin
magance wannan mummunar ɗabi’ar, inda ta ƙirƙiro
wani shiri na musamman watau (laifukkan gobe). Shi wannan shiri an shirya shi
ne domin faɗakar da masu
wannan ɗabi’a. Sannan
gwamnati ta samar da dokoki domin hukunta masu wannan ɗabi’a ta
shaya-shaye.
Haka zalika,
da aka samu canjin gwamnati a shekara 1985 a ƙarƙashin
jagorancin janar Ibrahim Badamasi Babangida, Gwamnatinsa ta ba da ƙarfi
ne wajen hana shan ƙwayoyi da barasa da
kuma hana yawace yawacen banza a cikin ƙasa. Wannan
gwamnati ta ɗauki
alkawarin bincikowa da kuma hana amfani da kayan barasa a cikin Najeriya.
Sannan kuma a
shekarar 2000 ma gwamnatin jihar Zamfara a ƙarƙashin
jagorancin Alhaji Ahmad Sani Yariman Bakura ta ɗauki babban
mataki ga dukkan masu wannan ɗabi’a ta shaye-shaye. Ta hanyar rufe
duk wani wuri da ake shaye-shaye a cikinsa. Haka kuma da ɗaukar matakin
hukunta duk wanda aka kama yana shan wani abu mai sa maye bayyane ko a ɓoye.
Sanadiyar haka gwamnatin jihar Zamfara ta ɗauki aniyar
magance matsalolin kwankwaɗar barasa musamman ma a cikin ƙaramar
hukumar mulki ta Gusau. Wannan gwamnati ta lashi takobin ganin cewa ƙwanƙwaɗar miyagun ƙwayoyi
zai zama tarihi a wannan jiha.
Bisa nazari
da ƙiyastawa daga shekara ta (2000-2007) an samu
sauƙi yadda ya kamata na kawar da ɗabi’ar
shaye-shaye a cikin garin Gusau.
4.5 KAMMALAWA
Wannan babi
na huɗu yana bayani
ne a kan hanyoyin kawadda shaye-shaye waɗanda suka haɗa da shigowar
ƙungiyoyin addini da ƙoƙarin
al’umma ga kawar da shaye-shaye. Haka kuma da ƙoƙarin
kungiyoyi da ba na gwamnati ba suke yi, da hukumar hana sha da fataucin miyagun
ƙwayoyi ke yi ga kawar da ɗabi’ar
shaye-shaye a cikin al’umma.
